Dave holds a Bachelor of Science from Texas A&M University and a Juris Doctorate from the University of Tulsa College of Law. He is a Licensed Attorney in the State of Texas, and his areas of professional focus are in Construction, Contractual, Real Property, Land Use Control and Real Estate Transactional Law. He has worked solely in the Construction Industry since 2002 and holds ultimate responsibility for the satisfactory completion of all commitments. As Chief Executive Officer, he oversees all recruitment and hiring decisions, project selection and staffing, ensuring client expectations are exceeded, and projects are completed safely and on time. Dave Lilley’s combined experience with general contractors, private owners, government agencies and local subcontractors provides a valuable asset on-site and in the office.
Chief Operations Officer
Rodney holds a Bachelor of Science from the Texas A&M College of Architecture’s Construction Science Department with a Minor in Business Administration. He has worked full time in the Commercial Construction Industry for over 16 years serving in every major capacity of Project Delivery. As Chief Operations Manager and Pre-Construction Manager, Rodney is responsible for the administration and coordination of your project. His involvement is ongoing from the start of pre-construction to project turnover, providing seamless continuity through all project phases.

Dallas Bell has been working at Trinity Hughes Construction for the past decade. She holds a Bachelor of Business Administration in Accounting from Midwestern State University, and oversees the finances for all Trinity Hughes Construction projects. In addition to her accounting duties, Dallas also serves as a Project Manager. She coordinates all shop drawings and submittals, and maintains project controls, administration and coordination of your project.
Senior Project Manager & Estimator
Tim Bruce has 35 years of construction experience. Prior to working for Trinity Hughes Construction, he worked for McCarthy Building Companies in the Dallas/Fort Worth metroplex. He joined Trinity Hughes Construction in 2018 when he relocated to Wichita Falls, TX and took on the role as Senior Project Manager / Estimator. Tim Bruce is directly engaged in all project cost estimating during the design phase effort. He develops budgets, estimates, value integration and systems analyses for the project throughout the pre-construction phase as well as supports the team during the construction phase.
Project Manager, Jackie Dulaney, has been in the construction industry since 2005 and has 14 years of Project Management experience. In July 2015, she became owner of Dulaney Plumbing in Iowa Park, Texas. Throughout her time as both a Project Manager and Owner she has built strong community relations with subcontractors and vendors to optimize cost savings and achieve timely completion. She has experience in all types of building construction including government, medical and educational. She is known for her successful workflow-planning, staff retention strategies and boosting productivity through innovative management and mentorship.
Kristin Tempelmeyer began working with Trinity Hughes Construction in 2020 after graduating from Midwestern State University with a B.A. in Mass Communication. As Project Engineer, Kristin reports to the Project Manager, and provides administrative and clerical support to the onsite project management team. She also functions in a vital coordination and facilitation role among the onsite project team, the company’s home office, the owner, the architect, the engineers as well as with the subcontractors and various vendors related to the projects. Her responsibilities include coordinating shop drawings and submittals, maintaining project controls, and supporting our quality and safety program. Kristin excels in communication, , multitasking and organization of project documents. She is a Notary Public in the State of Texas and is trained in the use of Trinity Hughes Construction's software systems.

Keith Graves has been with Trinity Hughes Construction since 2016. Superintendent & Carpenter
Cavin Flowers has been with Trinity Hughes Construction since 2016. He takes on the role of Superintendent, but is most known for his carpentry skills. His quality and performance in carpentry allows Trinity Hughes Construction the option of self-performing this trade. Some of his work includes the learning stairs at WFISD's Career Education Center, the learning stairs at MSU's Centennial Hall, the woodwork for Wichita Falls City Council Chambers and the woodwork at Legend Bank.
Dean Perry began working at Trinity Hughes Construction in 2017 as our Safety Manager. He has a degree in Building Construction Technology from Texas State Technical College, and holds multiple licenses including OSHA 10 Hour, OSHA 30 Hour, OSHA 1926, OSHA #510 and OSHA #500. Dean provides weekly jobsite safety meetings that include training on a new topic each week, jobsite inspection, tool
inspection and gear inspection. He also leads safety orientations at the jobsites and OSHA training classes for Trinity Hughes Construction employees.
